With the approval of Resolution 25-01, which defines a project description for the District’s future wastewater treatment solution, the District is moving towards a Proposition 218 vote of property owners within the District. The District desires to hold the vote in the 3rd or 4th quarter of 2026. The District is comprised of just over 370 parcels approximately 40 are zoned commercial. The District wants to identify and select a Polling Consultant that will help it achieve a successful Proposition 218 vote of property owners within the District. Through separate actions, the District is seeking a Communications Consultant to help with the development of materials related to the Proposition 218. Similarly, the District will be seeking a consultant to perform Assessment Engineering tasks later in 2025. Responses are due by 6:00PM on August 7, 2025. In 2024, the District hired a consultant to provide a plan for social media usage to help ensure transparency of its activities. The goals of this effort are to identify a consultant that can help provide accurate, transparent, and timely information about the implications of a Proposition 218 vote for property owners and community members. Tasks anticipated to be completed by the Communications Consultant include, but are not limited to, identifying key constituencies (target audiences), developing materials suitable for each constituency, developing the legally required notices related to the Proposition 218 vote, supporting transparency up to and during the vote, and monitoring social media. Through separate actions, the District is seeking a Polling Consultant to help with the development of materials related to the Proposition 218.
