Ad Hoc Committees and/or Subcommittees
The Los Olivos Community Services District forms ad hoc committees to serve in an advisory capacity. Because these are temporary committee composed of fewer than a quorum of the board, they are not subject to the Brown Act’s public meeting requirements. This allows the committees to work more efficiently and focus on the administrative details needed to support the larger public process. That said, the District remains committed to transparency and therefore regular updates from the ad hoc committee will be provided at public board meetings. The General Manager or a Director may post notes from meetings after they are held. Community members wishing to comment on the activities of an ad hoc committee may do so during General Public Comment period of any meeting of the Board of Directors.
As committee members are volunteering their time and have varying work schedules, ad hoc committee meetings are scheduled on an as-needed basis and may occur with little notice in order to allow the group to remain agile and effective in meeting upcoming deadlines. As such, committee meetings may be held informal settings, which may not be open to the public. These are working sessions focused on logistics, not policy decisions or final decision making. The District understands there may be interest from some members of the broader community, but to maintain a productive and respectful working environment, these meetings may be limited to committee members only.
Proposition 218 Ad Hoc Committee
The purpose of this committee is to help coordinate the logistics of the upcoming Proposition 218 voting process. This includes planning timelines, preparing outreach materials, working with contractors, and working with the County to ensure the process is fair and legally sound. We want to emphasize that the Proposition 218 process is specifically designed to give taxpayers—the property owners who would be funding the project—a direct voice in the outcome. Our goal is to support a well-informed, well-organized, and equitable process for all eligible voters in the district.
