90% Design and Cost Estimating for Collection in the District, Conveyance to the City of Solvang
On June 11, 2025, the Board of Directors approved Resolution 25-01 which defined a Project Description for a Collection system within the District, and additional infrastructure to carry effluent from the District down Alamo Pintado Road to the nearest connection point with the City of Solvang. The District is seeking qualified engineering firms to produce 90% design and costing documents consistent with Resolution 25-01 and previously completed 30% design documents (see below). Respondents are expected to submit their RFP response by August 1, 2025. Firms who respond after August 1, 2025 may not be considered.
Note that the due date for RFPs was moved to August 1, 2025 (from July). One of our RFP response review and rating team members will not be available to meet until after August 1. Given his unavailability, it was determined that responders could be given more time to respond.

The District desires to hold the vote in the 3rd or 4th quarter of 2026. The District is comprised of just over 370 parcels approximately 40 are zoned commercial. The District wants to identify and select a Polling Consultant that will help it achieve a successful Proposition 218 vote of property owners within the District. Through separate actions, the District is seeking a Communications Consultant to help with the development of materials related to the Proposition 218. Similarly, the District will be seeking a consultant to perform Assessment Engineering tasks later in 2025. Responses are due by 6:00PM on August 7, 2025. In 2024, the District hired a consultant to provide a plan for social media usage to help ensure transparency of its activities. The goals of this effort are to identify a consultant that can help provide accurate, transparent, and timely information about the implications of a Proposition 218 vote for property owners and community members. Tasks anticipated to be completed by the Communications Consultant include, but are not limited to, identifying key constituencies (target audiences), developing materials suitable for each constituency, developing the legally required notices related to the Proposition 218 vote, supporting transparency up to and during the vote, and monitoring social media. Through separate actions, the District is seeking a Polling Consultant to help with the development of materials related to the Proposition 218.
